Statement 1 is correct: Article 123 of the Constitution empowers president to promulgate Ordinances during recess of Parliament. Whereas Article 213 empowers the Governor to promulgate Ordinance, during recess of legislature.  

Statement 2 is incorrect: An ordinance shall be laid before both House of Parliament and shall cease to operate at the expiration of six weeks from the reassemble of Parliament, or, if the resolution disapproving it was passed by Parliament, before the expiration of 6 weeks
